Heritage Experts Contribute to Book on Conservative Agenda for States

Heritage Foundation experts made significant contributions to a new book edited by Texas state Rep. Tan Parker that serves as a guide for the states to advance conservative ideas.

The book, “Making Government Work: A Conservative Agenda for the States,” features a range of policy topics—from health care and education to religious liberty and energy.

Heritage scholars Jim Carafano and Becky Norton Dunlop are among several notable conservatives with contributions. Former U.N. Ambassador Nikki Haley, former Texas Gov. Rick Perry, former Florida Gov. Jeb Bush, actor Chuck Norris, and economist Art Laffer also made contributions.

Carafano, a leading expert in national security who serves as vice president of Heritage’s Davis Institute for National Security and Foreign Policy, authored the chapter, “The Conservatiave Path to Immigration and Border Security Reform.” Carafano has testified before Congress dozens of times and appears regularly in major media outlets and in print publications to break down tough issues and offer policy solutions.


Dunlop is Heritage’s Ronald Reagan distinguished fellow and former vice president for external relations. She co-authored the environmental chapter,”God’s Green Earth.” Dunlop is an expert on environmental policy, having served in the Reagan administration as deputy undersecretary of the Interior Department and as assistant interior secretary for fish, wildlife, and parks. She also served as secretary of natural resources in Virginia.


Bridgett Wagner, Heritage’s vice president of policy promotion, said the book serves as a great resource for state officials.
