The Senate has confirmed Russ Vought to serve as director of the Office of Management and Budget, making him the third Heritage alumni to join President Donald Trump’s Cabinet.

Vought is the former vice president of Heritage Action for America, the grassroots and advocacy arm of The Heritage Foundation. Vought had been serving as acting director of OMB since January 2019 and was previously its deputy director.

“Russ has been a fearless advocate for the American taxpayer, and his unwavering fiscally conservative principles make him an outstanding choice to head the Office of Management and Budget,” said Heritage Foundation President Kay C. James. “Since joining OMB, Russ has been instrumental in producing budget proposals that advance priorities to make life better for all Americans.”

Trump’s budgets have adopted as much as 61% of the proposals found in The Heritage Foundation’s Blueprint for Balance—a plan to rein in spending, reform taxes, and right-size the federal government.

At Heritage Action, he pioneered new forms of grassroots activism and inspired tens of thousands of the conservative movement’s best and brightest activists to work for liberty and limited government. Vought serves in Trump’s Cabinet alongside two former Heritage Foundation alumni, Secretary of Defense Mark Esper and Secretary of Transportation Elaine Chao.

Esper became secretary of defense in July 2019. He previously served in the military for 21 years. After retiring as a lieutenant colonel, Esper began working at The Heritage Foundation, serving as the chief of staff under then-President Edwin J. Feulner from 1996 to 1999.

Chao has served as secretary of transportation for Trump since January 2017. She was previously a distinguished fellow at Heritage.
