Edward Owen is a Senior Policy Analyst for the Asian Studies Center at the Heritage Foundation. His work analyzes Chinese activity in Southeast Asia and Latin America, with a focus on Chinese military expansionism and the Chinese private sector’s role in executing CCP strategic goals beyond China’s borders.
Before joining Heritage, Owen worked as a Director at Baron Public Affairs, a Washington D.C.-based political risk consultancy. At Baron, he supported consulting projects for private sector clients and the U.S. Department of War, providing insight into PLA strategy, CCP bureaucracy and regulatory culture, and global Chinese commercial networks. His role at Baron saw him travel extensively across Southeast Asia, spending time in Thailand, Malaysia, and the Philippines.
During his teenage and university years, Owen lived and traveled throughout China, Mexico, and Egypt. He speaks Chinese, Spanish, and Arabic, and has working knowledge of Tagalog and French.
Originally from the Shenandoah Valley in rural Virginia, Owen graduated from the University of Virginia with a B.A. in Foreign Affairs, and is currently based in Washington D.C.
