Heritage Foundation Adds Mike Howell as Visiting Fellow for Border Security and Immigration

WASHINGTON—The Heritage Foundation announced today that Mike Howell, president of The Oversight Project, is joining Heritage as a visiting fellow within the Border Security and Immigration Center. 

Howell commented on his new role:  

“A nation in noncompliance with its immigration laws is not a nation at all. I’m excited to continue my immigration work with The Heritage Foundation, so there can be an independent and strong voice to study and advocate for an immigration compliance program that fits the scope of the problem our nation faces.  

 

“President Trump promised a deportation program larger than President Eisenhower and I will devote a large portion of my studies to both tracking compliance with that promise and zealous advocacy for it.”  

As a visiting fellow, Howell will be responsible for advancing immigration policies that reduce fraud, empower and equip immigration enforcement personnel, and further The Heritage Foundation’s efforts to secure our borders and keep Americans safe. 

Lora Ries, director of Heritage’s Border Security and Immigration Center, added:  

“Mike has always had a passion for border and immigration issues. He also has excellent oversight skills and exceptional foresight of political and societal movements. That rare combination helps Heritage’s Border Security and Immigration Center lead on these top issues for Americans. I am thrilled to have Mike be part of the team.” 

Howell currently serves as the president of The Oversight Project and is a Heritage alumnus. He has senior experience from different oversight positions in the first Trump administration, on Capitol Hill, and in representing private parties in oversight and investigation matters. 

In March, Heritage announced that The Oversight Project was an independent entity with the strong support, partnership, and backing of The Heritage Foundation. Since its establishment in 2022, The Oversight Project has unearthed massive amounts of fraud, corruption, and abuse within our federal government. 

While on the Hill, Howell led several national security investigations into Obama administration controversies, including U.S. Secret Service failures, corruption at the Department of Homeland Security’s Office of the Inspector General, and the handling of overseas terrorism incidents. Howell is a graduate of Duke University and Emory Law School.
