Heritage Foundation Announces Additions to Center for Technology Policy

WASHINGTON –The Heritage Foundation today officially announced two new hires for its Center for Technology Policy. Dustin Carmack and Kara Frederick will build out Heritage’s tech team amidst growing threats from Big Tech censorship to China’s increasing cyber aggression.

Dustin Carmack returns to Heritage as a research fellow after most recently serving as chief of staff to the director of national intelligence. Prior to serving in the Trump administration, Carmack was chief of staff to then-Reps. John Ratcliffe and Ron DeSantis. Carmack started his career on The Heritage Foundation government relations team and with Heritage Action as a House and Senate legislative strategist, and brings to Heritage extensive experience on cybersecurity, election security, and national security.

Kara Frederick comes to Heritage as a research fellow for technology from the Center for a New American Security, where she was a research fellow for technology and national security. She also led counterterrorism programs at Facebook and spent six years as a counterterrorism analyst at the Department of Defense (DOD). While with DOD, she deployed three times to Afghanistan in support of special operations forces, served as a briefer to the assistant secretary of defense for special operations/low intensity conflict and as a liaison to the National Security Agency.

The new additions to Heritage’s technology policy team come shortly after Lora Ries was named director of the Center for Technology Policy earlier this year. Ries said:

I am thrilled to have Dustin and Kara join the Center for Technology Policy team. Their expertise will ensure Heritage is a policy leader in cybersecurity, national security, and important technology issues that affect Americans’ freedoms, economic opportunity, and the values that make us strong.

The center, located within Heritage's esteemed Davis Institute for National Security and Foreign Policy, formulates policy addressing the most pressing technology and cybersecurity issues facing the nation today, and works to educate policymakers, the media, and the American people about conservative solutions that will make America stronger, safer, and more prosperous.
