WASHINGTON – The Heritage Foundation and The Gloucester Institute will host the 2nd Annual Jay A. Parker Lecture and Reception in honor of the late Jay A. Parker, founding father of the emerging black conservative movement. Prominent leaders will engage in a frank discussion about the dangerous decline in civil discourse and salute leaders who are making significant contributions to our national conversation.
