Curtis Dubay, recognized as a leading expert on taxation issues, is a former research fellow in tax and economic policy at The Heritage Foundation.

Dubay has done research and published frequently on a wide range of issues of concern to American taxpayers. Congress and the media turn to his expertise on topics such as tax reform, income taxes, corporate taxes, international taxes, and the estate tax, popularly called the “death tax.”

Dubay tracks the economy and the impact of federal policy. He carefully monitors the key economic policy debates of the day. He provides commentary on both.

He is a frequent public speaker on tax and economic issues. He appears regularly on media outlets such as CNBC, Fox News Channel, Fox Business Channel, MSNBC, CNN and C-SPAN.

Dubay has testified before Congress and been cited in newspapers such as The Wall Street Journal, The New York Times, The Washington Post, USA Today, and Politico. His commentary has been published in major newspapers across the country, including The Wall Street Journal and The Washington Times.

Before joining Heritage in November 2008, Dubay was a senior associate at PricewaterhouseCoopers (PwC), where he structured international transactions as part of the accounting firm's Transfer Pricing Group.

He previously was a senior economist for the Tax Foundation, where he authored three widely recognized and cited reports: "Tax Freedom Day," "State-Local Tax Burdens" and "The State Business Tax Climate Index."

Dubay received his master's degree in economics from the University of Connecticut and his bachelor's degree in economics and leadership studies from the University of Richmond.

He currently resides in Washington, D.C., with his wife and two sons.
