As distinguished fellows at Heritage, Moore and Winfree will provide policymakers with guidance on how to increase economic freedom, maximize economic growth, and contribute to Heritage’s targeted efforts to address the unsustainable federal budget and reduce inflation—a major policy priority announced by Heritage earlier this month.
Heritage Foundation President Kevin Roberts released the following statement announcing Moore and Winfree’s work at Heritage:
“Americans across the country are experiencing the devastating consequences of Washington’s addiction to spending money we do not have on things we do not need. Just this week, we have reached inflation rates not seen in four decades, and there’s no sign of things getting any better. That’s why we need voices like Paul and Steve’s—to provide policymakers with a wakeup call that this reckless spending cannot continue, and to help hold them accountable for the decisions they make from here. These men have been warriors for fiscal responsibility throughout their distinguished careers, and I am so excited about the work they are going to accomplish in these roles.”
Moore first joined Heritage in 1984 as the Grover M. Hermann fellow in budgetary affairs. He later returned in 2014 as chief economist. Between his two stints at the organization, Moore served as a member of the Wall Street Journal editorial board, founder and president of Club for Growth, and senior economist for FreedomWorks. He writes a weekly column for Creators Syndicate. Moore is now distinguished fellow in economics at Heritage.
Winfree, who most recently served as director of Heritage’s Thomas A. Roe Institute for Economic Policy Studies and Richard F. Aster fellow, returned to the organization in 2018 after serving in the Trump administration. While at the White House, Winfree was deputy assistant to President Trump for domestic policy, the deputy director of the Domestic Policy Council, and the director of budget policy.
In addition to serving as an economic expert, Winfree will also provide support for Heritage’s newly launched 2025 Presidential Transition Project. During the 2016 presidential transition, Winfree led the team responsible for the Office of Management and Budget. Winfree is now distinguished fellow in economic policy and public leadership at Heritage.
