WASHINGTON, D.C. –Heritage Foundation President Kay Coles James released the below statement after the U.S. Congress passed the bipartisan prison reform legislation, the First Step Act:

“Today’s passage of the bipartisan First Step Act is great news for public safety, families, and the rule of law.

“With the passage of this long-overdue legislation, individuals who have paid their debt to society and have taken steps to better themselves will have the opportunity to reunite with their families and they’ll have the skills necessary to contribute to their communities as they reenter society.

“The First Step Act’s evidence-based reform and education programs are an important part of the solution to turning the tide on America’s rising incarceration and recidivism rates and will leave our neighborhoods stronger and safer.

“I thank President Trump and the bipartisan group of lawmakers who came together to give deserving individuals a second chance to reach their full potential.”
