WASHINGTON—Today, The Heritage Foundation and Heritage Action applaud Congress and President Trump for passing and signing this reconciliation package into law. The bill restores funding for the Department of Homeland Security’s (DHS) Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and broader national security initiatives. Heritage Action also urges congressional leaders to join Speaker Johnson’s call to action and build on the momentum by advancing a Reconciliation 3.0 package focused on affordability, accountability, and opportunity for the American people ahead of the nation’s 250th birthday on July 4, 2026.

“America cannot have a functioning immigration system without a secure border and properly funded enforcement agencies. This reconciliation package represents an important step toward restoring operational control, supporting frontline personnel, and ensuring ICE and CBP have the tools necessary to carry out their mission. We applaud Congress and President Trump for recognizing the urgency of this moment and taking decisive action to overcome Democrat opposition. Congress should now build on that momentum through a Reconciliation 3.0 package that advances affordability, accountability, and opportunity for the American people while continuing to strengthen America at home and abroad.”

Now that critical DHS funding has been restored, Republicans need to immediately begin work on another reconciliation bill. There is no shortage of conservative wins still on the table, if Republicans are willing to fight for them.”
Among the priorities that should be addressed in the next reconciliation package are healthcare transparency reforms—including the continued elimination of federal funding for Planned Parenthood—welfare and SNAP reforms designed to strengthen eligibility verification and reduce fraud, immigration and remittance policies that discourage illegal immigration and unauthorized employment, and reforms to improve accountability within the Federal Reserve system.
