Former Trump Appointee Troup Hemenway Joins Heritage’s Project 2025

WASHINGTON—The Heritage Foundation today announced Troup Hemenway, a former associate director of the Presidential Personnel Office (PPO) under President Donald Trump, has joined the 2025 Presidential Transition Project as a senior advisor and associate director of personnel placement.  

Hemenway most recently worked as a senior advisor at America First Policy Institute’s America First Transition Project. At the Trump White House, he oversaw presidential appointments in the Departments of Defense, Homeland Security, Energy, and the Intelligence Community. 

Paul Dans, director of the 2025 Presidential Transition Project at The Heritage Foundation, welcomed Hemenway, saying:  

“Troup Hemenway was a key official working for John McEntee’s Presidential Personnel Office that finally got that office on track to serve President Trump. As the premier transition program for the next conservative president, Project 2025 is on a mission to deconstruct the administrative state and return power to the people. Hemenway’s particular expertise in the national security and defense personnel portfolio is unmatched.” 

Hemenway provided the following comment on his new role:  

“I look forward to rejoining colleagues from the Presidential Personnel Office, and many others from the Project 2025 Advisory Board, to plan out the most effective staffing operation ever conceived in order to rein in the federal government. 

 

“The bureaucracy in Washington, D.C., has grown excessively beyond the vision of our Founding Fathers and has been dangerously weaponized against patriotic Americans. Our mission is to rectify that. Project 2025 will reduce the size and scope of the federal government, end this weaponization, and ensure that the next conservative president can defeat the inevitable resistance of the deep state. The road ahead will not be smooth, but we are uniquely prepared to take on this task.”

Project 2025 is unparalleled in the history of the conservative movement. Conservative Americans and groups have come together to ensure a successful and effective administration begins on inauguration day in January 2025. Spearheaded by The Heritage Foundation, the coalition numbers more than 70 partner organizations joining forces to systematically prepare policy and personnel for the next president. The project’s four pillars will collectively pave the way for an effective and historic administration: A policy agenda, personnel recruitment, training, and a 180-day playbook to kick off the term of our next conservative president.  

In addition to his service in the Presidential Personnel Office, Hemenway was a senior advisor to the undersecretary of defense for research and engineering at the Pentagon, a member of the Senior Executive Service, and a defense fellow and special assistant in the Office of the Secretary of Defense. Before joining the Trump administration, Hemenway worked on the Trump 2016 campaign and the 2016 transition team. Hemenway holds a bachelor of science in cybersecurity from the University of Virginia, where he graduated with high honors. He is also the president of personnel policy operations and founder of the Courage Under Fire Legal Defense Fund, as well as the Association of Republican Presidential Appointees. He is a native Virginian, and a proud descendant of veterans of Washington’s Continental Army.
