Steven Groves works to protect and preserve American sovereignty, self-governance and independence as leader of The Heritage Foundation's Freedom Project.
Groves, who is the Bernard and Barbara Lomas Fellow in the Margaret Thatcher Center for Freedom, also advocates American leadership on issues involving international political and religious freedom, human rights and democratic institutions.
He has testified before Congress on international law, the United Nations and U.N. peacekeeping operations.
Before joining Heritage in 2007, Groves was senior counsel to the U.S. Senate Permanent Subcommittee on Investigations. He played a lead role in the panel's investigation of the U.N. "oil-for-food" scandal, the most extensive congressional probe ever conducted of a U.N. program.
Groves previously was an associate at Boies, Schiller & Flexner LLP, where he specialized in commercial litigation. Before that he served as assistant attorney general for the state of Florida, litigating civil rights cases, constitutional law issues and criminal appeals, among other matters, in state and federal courts.
Groves is a respected source for domestic and international reporters and a frequent guest commentator on television and radio, including ABC, BBC, CNBC, CNN and CNN International, Fox, National Public Radio, Voice of America, Al Jazeera, Alhurra and Canadian Broadcasting Corp. His commentary and opinion pieces have been published by The Washington Times, National Review and Human Events, among others.
Groves received his law degree from Ohio Northern University's College of Law in 1995 and a bachelor of arts degree in history from Florida State University in 1992.
He and his wife, Katherine, reside in Washington, D.C.
