Former Chief of Staff to the President

James served as the Chief of Staff to the President at The Heritage Foundation.

James Imoehl is an emerging leader in government affairs and organizational management with experience in local, state, and federal government as well as the non-profit sector. In January 2018, he joined The Heritage Foundation, to work for The Honorable Kay Coles James. Most recently, he served as Deputy Chief of Staff to the President at Heritage. In this role, he managed the external relations of the President’s Office, led teams to accomplish the President’s initiatives and supported the administrative functions of the Board of Trustees. 

Imoehl worked on the 2016-2017 United States Presidential Transition Team assisting with the Management and Budget Portfolio of the Federal Government. In this role, he was responsible for coordinating and ensuring that the agency teams of OPM, OMB, GSA, and IT Services were meeting their objectives and timelines as set by the team chair. During the Presidential Transition, Imoehl also served on the U.S. Office of Personnel Management landing team. While on the landing team, he met with current and former agency experts and assisted in policy research to create the final agency transition plan.

Formerly, Imoehl was the Chief of Staff at The Gloucester Institute, a non-profit leadership training organization. In this role, he worked to coordinate the overall management of the institute as well as fundraising, operations, and program development. During this time, he also managed the organizations local, state, and federal government initiatives. Before entering the non-profit world, he was the Special Assistant to the President, to former U.S. Senator and Congressman Paul Trible, President of Christopher Newport University. In this capacity, he engaged leaders on the state and local level to advance the University’s mission and the President’s objectives. He also assisted with all fundraising events for the President’s Office. James began his time in public service at the Virginia House of Delegates as a Committee Clerk. He served on the Transportation Committee and the General Laws Committee. He later moved on to the Clerk’s Office, Indexing and Enrolling Department. 

Imoehl has several years of experience working with and assisting multiple board members of major corporations. In addition, Imoehl has owned and operated three licensed businesses, in Williamsburg and Richmond, Virginia. 

James Imoehl is a graduate of Christopher Newport University where he obtained a B.A. in Political Science with a minor in History. He also completed the University of Virginia’s, Sorensen Institute for Political Leadership.
