Regrettably, these negotiations have not included robust congressional consultation even though the associated costs of the project for the U.S. federal government, which pays 22 percent of the U.N. regular budget, would likely be significant. The Administration and Congress should immediately announce their interest in this issue and request detailed information about the project. Congress should also prohibit the use of any federal funds to support this project until relevant information is provided to the appropriate committees.

Theft of Food Aid in Somalia Should Lead to Congressional Oversight

With millions in U.S. taxpayer dollars at risk, Congress should investigate why food aid to Somalia continues to be stolen from the hungry.

Leonard F. More and more, the global community is recognizing the scope and devastating effects of corruption. On May 12, 2011, Leonard McCarthy, the World Bank’s Vice President for Integrity, updated the Roundtable on Economic Growth, Development, and Corruption at The Heritage Foundation on some of the World Bank’s successes and challenges in rooting out corruption around the world.

Security Assistance Act: Tying Foreign Policy Budgets with Security Demands Responsibly

At a time of budgetary constraints, it only makes sense to refocus U.S. foreign aid on what is identifiably in the U.S. national interest.

The U.S. Should Link Foreign Aid and U.N. General Assembly Voting

Countries that receive U.S. foreign aid routinely oppose U.S. diplomatic initiatives and vote against the U.S. in the United Nations. While linking humanitarian and security aid to support of U.S. policy priorities would undermine the purposes and effect of that aid, the effectiveness of development aid in improving economic growth and development among recipients remains dubious. Therefore, the U.S. has no compelling reason preventing it from explicitly linking disbursement of development assistance to support for U.S. policy priorities in the United Nations. The U.S. should also work to strengthen and build coalitions of economically or politically free nations in the U.N. because economically free countries and politically free governments tend to vote with the U.S. more consistently.

Should the United States cut off aid to Pakistan?

Cutting off all U.S. aid to Pakistan would spell disaster for U.S. interests in the region. Many are reminiscent of the challenges the U.S. faced in recent large-scale disasters, such as Hurricane Katrina and the Gulf oil spill. Addressing the shortfalls of catastrophic disaster response is vital. Catastrophic disasters are one of the few challenges that can bring even the most rich and powerful nations to their knees. Yet, these shortfalls are avoidable calamities. This paper offers multiple recommendations for U.S. policymakers to address shortfalls in terms of preparedness and response, risk communication, international assistance, and critical infrastructure. The more attention given to disaster preparedness before disaster strikes, the more efficiently resources can be applied to ensuring the resilience of the nation and rapid recovery after a disaster.

After bin Laden: Bringing Change to Pakistan's Counterterrorism Policies

The U.S. should suspend, not cut off, security aid to Pakistan until the U.S. has more information on the network that protected bin Laden.
