Jennifer Marshall was a senior visiting fellow in the Institute of Family, Community and Opportunity at The Heritage Foundation. In this role, she focused on policy related to poverty, family and religious liberty. 

Prior to this role, she served as a vice president of The Heritage Foundation, running the think tank’s Institute for Family, Community, and Opportunity and overseeing a research team focusing on issues ranging from marriage, life, and religious liberty to health, education, and welfare to the application of America’s founding principles to today’s challenges. Before joining Heritage in 2003, Marshall worked on cultural policy issues at Empower America, was senior director of family studies at the Family Research Council and taught at an American school in Lyon, France.

She has spoken at national and international forums, testified before Congress, authored the book Now and Not Yet: Making Sense of Single Life in the Twenty-First Century, and appeared on numerous radio and television shows, including C-SPAN’s “Washington Journal” and PBS’ “To the Contrary.”

Marshall is pursuing doctoral studies at The Catholic University of America in moral theology and ethics. She holds a master of arts in religion from Reformed Theological Seminary (Washington, D.C.), where she is a visiting lecturer in theology and public life. She also holds a master’s degree in statecraft and world politics from the Institute of World Politics and a bachelor’s degree in French from Wheaton College.
