Winfree, Gray Leave Hill for Economic Posts at the Heritage Foundation

Washington, D.C., March 26, 2015—The Heritage Foundation announced two new appointments within its Institute for Economic Freedom and Opportunity. Paul Winfree was named as Director of the Thomas A. Roe Institute for Economic Policy Studies and John Gray has joined Roe as a Research Fellow.

Both come to Heritage from Capitol Hill. Winfree was the Director of Income Security Policy for the Senate Budget Committee on the Budget, where he was the lead analyst for most federal health care programs, tax policy, Social Security and income security issues. Gray was Legislative Director for Sen. Rand Paul, R-Ky.  While on Paul’s staff, he authored numerous significant legislative proposals, including three balanced budget resolutions, tax reform plans, and an Economic Freedom Zone bill. 

This is Winfree’s second stint at Heritage.  From 2006 to 2011, he worked in Heritage’s Center for Data Analysis.  As Senior Policy Analyst in Simulations, he conducted econometric analyses of numerous legislative proposals regarding Medicare, health care reform and economic mobility.

Before shifting to the upper chamber to work for Senator Paul, Gray served as a budget analyst for Rep. Paul Ryan, R-Wis., then the Ranking Member on the House Budget Committee. As Budget Analyst, he analyzed federal government spending and budget resolutions.  Gray also assisted with the comprehensive “A Roadmap for America’s Future” legislation.  

Winfree holds a master’s degree in economics and economic history from London School of Economics and Political Science where he is a doctoral candidate. Gray received his bachelor’s degree in International Economics from Carthage College in Kenosha, Wis.
