Heritage Foundation Names Spencer VP for Institute of Economic Freedom & Opportunity as Morgan Tapped to Lead Sen. Sasse Office

Washington, D.C., Dec. 10, 2014The Heritage Foundation has promoted Jack Spencer to serve as Vice President for the Institute of Economic Freedom and Opportunity. Spencer had previously served as Director of Heritage’s Thomas A. Roe Institute for Economic Policy Studies.

In his new position, Spencer will oversee all of the think tank’s research on economic issues, which is conducted within major policy centers including the Roe Institute, the Center for Data Analysis, and the Center for Trade and Economics. Spencer replaces Derrick D. Morgan, who will return to Capitol Hill after a four and a half year stint at Heritage. Senator-elect Ben Sasse (R-Neb.) has tapped Morgan as his Chief of Staff. Morgan previously served as policy counsel for the Senate Republican Policy Committee, and earlier served as an assistant, special counsel and staff secretary to Vice President Dick Cheney.

Spencer was named Director of the Roe Institute in July 2013, providing leadership and expertise on numerous domestic issues including federal spending, taxes, energy, environment, regulation and retirement savings. Prior to that, he served as Heritage’s Senior Research Fellow in nuclear energy policy. Earlier, he worked in the think tank’s foreign policy shop, dealing with national security issues.
