SEC. _. PRECLUSION OF SOCIAL SECURITY CREDITS PRIOR TO ENUMERATION OR FOR ANY PERIOD WITHOUT WORK AUTHORIZATION.
(a) INSURED STATUS."Section 214 of the Social SecurityAct (42 U.S.C. 414) is amended"
(1) by striking subsections (c) and (d), asadded by section 607, and inserting the following:''(c) The criterion specified in this subsection is thatthe individual, if not a citizen or national of the UnitedStates"''(1) has been assigned a social security accountnumber that was, at the time of assignment, or atany later time, consistent with the requirementsunder subclause (I) or (III) of section205(c)(2)(B)(i); or''(2) at the time any such quarters of coverageare earned"''(A) is described in subparagraph (B) or
(D) of section 101(a)(15) of the Immigrationand Nationality Act (8 U.S.C. 1101(a)(15));''(B) is lawfully admitted temporarily tothe United States for business (in the case ofan individual described in such subparagraph
(B)) or the performance as a crewman (in thecase of an individual described in such subparagraph
(D)); and.''(C) the business engaged in, or service asa crewman performed, is within the scope of theterms of such individual's admission to theUnited States.''(d)(1) Except as provided in paragraph (2), noquarter of coverage shall be credited for purposes of thissection if, with respect to any individual who is assigneda social security account number on or after the date ofthe enactment of the Secure Borders, Economic Opportunityand Immigration Reform Act of 2007, such quarterof coverage is earned prior to the year in which such socialsecurity account number is assigned.''(2) Paragraph (1) shall not apply with respect toany quarter of coverage earned by an individual who, atsuch time such quarter of coverage is earned, satisfies thecriterion specified in subsection (c)(2).''.
(b) BENEFIT COMPUTATION."Section 215(e)(3) ofsuch Act, as added by section 607(b)(3), is amended"
(1) by inserting ''who is assigned a social securityaccount number on or after the date of enactmentof the Secure Borders, Economic Opportunityand Immigration Reform Act of 2007'' after ''earningsof an individual'';
(2) by striking ''for any year''; and.
(3) by striking ''section 214(c)'' and inserting''section 214(d)''.
(c) EFFECTIVE DATE."Notwithstanding section607(c), the amendments made by this section and by sec5tion 607 shall take effect on the date of the enactmentof this Act..
