SEC. _22. FUNDING FOR THE OFFICE OF CITIZENSHIP. (a) AUTHORIZATION."The Secretary, acting throughthe Director of United States Citizenship and ImmigrationServices, is authorized to establish the United States CitizenshipFoundation (referred to in this section as the''Foundation''), an organization duly incorporated in theDistrict of Columbia, exclusively for charitable and educationalpurposes to support the functions of the Officeof Citizenship, which shall include the patriotic integrationof prospective citizens into"
(1) American common values and traditions, includingan understanding of the history of theUnited States and the principles of the Constitutionof the United States; and.
(2) civic traditions of the United States, includingthe Pledge of Allegiance, respect for the flag ofthe United States, and voting in public elections.
(b) DEDICATED FUNDING."
(1) IN GENERAL."Not less than 1.5 percent ofthe funds made available to United States Citizenshipand Immigration Services (including fees andappropriated funds) shall be dedicated to the functionsof the Office of Citizenship, which shall includethe patriotic integration of prospective citizensinto"
(A) American common values and traditions,including an understanding of Americanhistory and the principles of the Constitution ofthe United States; and
(B) civic traditions of the United States,including the Pledge of Allegiance, respect forthe flag of the United States, and voting inpublic elections.
(2) SENSE OF CONGRESS."It is the sense ofCongress that dedicating increased funds to the Officeof Citizenship should not result in an increasein fees charged by United States Citizenship andImmigration Services.
(c) GIFTS.".
(1) TO FOUNDATION."The Foundation may solicit,accept, and make gifts of money and otherproperty in accordance with section 501(c)(3) of theInternal Revenue Code of 1986.
(2) FROM FOUNDATION."The Office of Citizenshipmay accept gifts from the Foundation to supportthe functions of the Office.
(d) AUTHORIZATION OF APPROPRIATIONS."Thereare authorized to be appropriated such sums as may benecessary to carry out the mission of the Office of Citizenship,including the patriotic integration of prospective citizensinto"
(1) American common values and traditions, includingan understanding of American history andthe principles of the Constitution of the UnitedStates; and
(2) civic traditions of the United States, includingthe Pledge of Allegiance, respect for the flag ofthe United States, and voting in public elections.
