SEC. _21. AMERICAN CITIZENSHIP GRANT PROGRAM. (a) IN GENERAL."The Secretary shall establish acompetitive grant program to provide financial assistancefor"
(1) efforts by entities (including veterans andpatriotic organizations) certified by the Office ofCitizenship of the Department to promote the patrioticintegration of prospective citizens into theAmerican way of life by providing civics, history, andEnglish as a second language courses, with a specificemphasis on attachment to principles of the Constitutionof the United States, the heroes of Americanhistory (including military heroes), and themeaning of the Oath of Allegiance; and
(2) other activities approved by the Secretary topromote the patriotic integration of prospective citizensand the implementation of the Immigration andNationality Act (8 U.S.C. 1101 et seq.), includinggrants"
(A) to promote an understanding of theform of government and history of the UnitedStates; and.
(B) to promote an attachment to the principlesof the Constitution of the United Statesand the well being and happiness of the peopleof the United States.
(b) ACCEPTANCE OF GIFTS."The Secretary may acceptand use gifts from the United States CitizenshipFoundation, established under section l22(a), for grantsunder this section.
(c) AUTHORIZATION OF APPROPRIATIONS."Thereare authorized to be appropriated such sums as may benecessary to carry out this section.
