SEC. _11. ENGLISH FLUENCY. (a) EDUCATION GRANTS."
(1) ESTABLISHMENT."The Chief of the Officeof Citizenship of the Department (referred to in thissubsection as the ''Chief'') shall establish a grantprogram to provide grants in an amount not to ex21ceed $500 to assist lawful permanent residents ofthe United States who declare an intent to apply forcitizenship in the United States to meet the require24ments under section 312 of the Immigration andNationality Act (8 U.S.C. 1423)..
(2) USE OF FUNDS."Grant funds awardedunder this subsection shall be paid directly to an accreditedinstitution of higher education or otherqualified educational institution (as determined bythe Chief) for tuition, fees, books, and other educationalresources required by a course on theEnglish language in which the lawful permanentresident is enrolled.
(3) APPLICATION."A lawful permanent residentdesiring a grant under this subsection shallsubmit an application to the Chief at such time, insuch manner, and accompanied by such informationas the Chief may reasonably require.
(4) PRIORITY."If insufficient funds are availableto award grants to all qualified applicants, theChief shall give priority based on the financial needof the applicants.
(5) NOTICE."The Secretary, upon relevant registrationof a lawful permanent resident with theDepartment of Homeland Security, shall notify suchlawful permanent resident of the availability ofgrants under this subsection for lawful permanentresidents who declare an intent to apply for UnitedStates citizenship..
(b) FASTER CITIZENSHIP FOR ENGLISH FLUENCY."Section 316 of the Immigration and Nationality Act (8U.S.C. 1427) is amended by adding at the end the following:''(g) A lawful permanent resident of the UnitedStates who demonstrates English fluency, in accordancewith regulations prescribed by the Secretary of HomelandSecurity, in consultation with the Secretary of State, willsatisfy the residency requirement under subsection (a) upon the completion of 4 years of continuous legal residencyin the United States.''.
