Without assessments of what effect technology has, you're spending blind and can waste money to no good effect. There needs to be some sort of standard that has to be hit so that a failure to authorize sufficient funds in less watched subsequent bills has known consequences that will be uncomfortable for incumbent legislators.

This "increase" is a smokescreen, as these increases are already mandated in a prior bill, the Intelligence Reform and Terrorism Prevention Act of 2004.
The "subject to the availability of appropriations" line is disturbing and odd, given the language in section (c) mandating such funds as may be neccessary.
