Secure Borders, Economic Opportunity and Immigration Reform Act of 2007

SEC. 113. RELEASE OF ALIENS FROM NONCONTIGUOUS COUNTRIES. Section 236(a)(2) (8 U.S.C. 1226(a)(2)) is amended"

(1) by striking "on";

(2) in subparagraph (A)"

(A) by inserting "except as provided under subparagraph (B), upon the giving of a" before "bond"; and

(B) by striking "or" at the end;

(3) by redesignating subparagraph (B) as subparagraph (C); and

(4) by inserting after subparagraph (A) the following:"(B) upon the giving of a bond of not less than $5,000 with security approved by, and containing conditions prescribed by, the Secretary or the Attorney General, if the alien""(i) is a national of a noncontiguous country;"(ii) has not been admitted or paroled into the United States; and"(iii) was apprehended within 100 miles of the international border of the United States or presents a flight risk, as determined by the Secretary of Homeland Security; or".

Section 121 - I don't really have a problem with keeping statistics about deaths on the border. First, shouldn't the government be keeping a list like this anyway. Second, shouldn't it be on both borders (I'm sure deaths happen on the Canadian border; their health care isn't so great to prevent border deaths) not just the Mexican-American border. My main problem with this section is that I have found no provisions elsewhere in the bill to keep statistics on illegals who are arrested, convicted or imprisoned. Shouldn't those statistics be known?

Deaths during illegal crossing are a perennial problem, between "coyotes" (alien smugglers) and simply lost illegal aliens, to the extent that some border patrol stations are placing water jugs in the desert at common crossing points. This measure, however is a sword/shield measure, due to the "squishing" effect that occurs when USBP tightens control over known crossing areas. Clamp down on those areas, and illegals adjust their routes, going further into the desert to avoid apprehension, thus increasing the likelihood of death. The pro-illegal immigration groups then use these deaths to lobby against enhanced border security, arguing that the greater the security, the more dangerous crossing becomes. I don't know why you would want to collect this data, except for the purpose of lobbying against border enforcement. Suggestions?

Al: I'd suggest making non-governmental humanitarian assistance that did not also include notification to the authorities a crime. Then the 'feel-good' crowd avoids the death and we get extra eyes on the border. There is, for what it's worth, no requirement in this act that such humanitarian aid notify the authorities, IIRC. Huge document don't remember the seciton right off; correct me if I'm wrong.

Ridiculous amendmendt.. YOu can not take care when person is alive and now you wish to keep track of it until grave.. ONLY HAPPENS IN AMERICA :( Ridiculous..
