This guide is one part of the most ambitious project The Heritage Foundation has ever undertaken to restore educational authority to parents. Through our Leadership for America initiative on education, we are promoting policy reforms in Washington, D.C., and in state capitals, to restore decision-making authority to those who are closest to the child -- parents, teachers, and principles. This initiative is our response to a problem that has been allowed to grow far too large for far too long. Over the past half-century, government bureaucrats have taken increasing control over local schools. It is time to restore that power to parents.
