Strain on America’s armed forces has led to calls for permanent force increases. Secretary of Defense Donald Rumsfeld has said that the problem behind these discouraging facts is not the size of the force, but rather how the force is managed and the mix of capabilities at the United States’ disposal. LTG Helmly has been at the forefront of changes in the U. S. Army Reserve from structure to manpower, stating before Congress that “the Global War on Terror is the first real test of our all-volunteer force. It will sorely try the soul of our Armed Forces and our ability to recruit, retain, and manage the human resources we need to defend ourselves and our interests over time.” Recruitment and retention and the challenges facing the U.S. Army Reserve are crucial issues during this QDR year.
