The U.S. submarine fleet provides a wide array of capabilities including nuclear deterrence, control of sea lanes, surveillance and intelligence gathering, and deployment of special operations forces. These functions are critical to the United States’ ability to fight the war on terror, deter potential adversaries, and maintain its economic prosperity. Acquisition plans have recently caused a great deal of debate about whether the U.S. will procure enough submarines fast enough to meet all of the nation’s critical national security requirements, whether submarine procurement will keep pace with China’s rapidly growing fleet, and about how to procure submarines most efficiently.
