On January 17, 2007, Attorney General Alberto Gonzales announced that electronic surveillance under the NSA domestic surveillance program will be subject to the approval of the Foreign Intelligence Surveillance Court, a court that operates under the Foreign Intelligence Surveillance Act (FISA) of 1978. Prior to this announcement, the surveillance program – that includes interception of communications to and from the United States – operated without warrants or court review. The Heritage Foundation and the Center for Strategic and International Studies (CSIS) have assembled a range experts to discuss the implications of this recent change, the lessons learned, and the next steps for electronic surveillance in the fight against international terrorism.
