To date, the federal government has sent nearly $5 billion to the states to help build state health care exchanges. The federal website, which serves 36 states, is reported to cost hundreds of millions of dollars. In both cases, taxpayers are footing the bill for a poor launch and should expect the total to rise in 2014 and beyond.
