agenda with programs of historic proportions and policies that
elevated the relationship to unprecedented levels. What will
the Obama Administration have to do to keep up the momentum and
where can they apply useful new approaches? Andrew Natsios,
as USAID Administrator and Special Envoy to Sudan, played a

unprecedented growth in U.S. support to African development.
