The state of relations between the United States and Russia has recently been subject to a high-level review led by the National Security Council. This relationship is particularly sensitive in the aftermath of the Ukrainian election. While the war in Iraq has occupied much of the Bush Administration's attention, U.S.-Russian relations are likely to receive significant attention in the second Bush term, focusing on such issues as energy cooperation, non-proliferation, the war on terror, trade and investment, and changes in the Russian political system, including media freedom.
