Secrets and Leaks: The Costs and Consequences for National Security

In recent years there have been numerous news stories based on leaked information. The intelligence community has become risk averse. Politicians are using sensitive information to fight battles on Capitol Hill. Congress and the intelligence community need to find a balance between secrecy and oversight. A culture against leaks needs to be nurtured and strong protections implemented; however, these must take place in the context of strong oversight mechanisms.
