Recapitalizing Naval Aviation: Current and Future Challenges

While shipbuilding challenges have often dominated the Navy budget debate in Congress, the naval aviation fleet is aging rapidly and requires significant recapitalization.  Given the focus of Navy Department leadership on stabilizing the shipbuilding account in pursuing its goal of a 313-ship fleet, what challenges do the Navy and Marine Corps face in trying to recapitalize their entire collective inventory of fixed- and rotary-wing aircraft?  Are the right steps being taken now to prevent a severe aircraft shortfall in the next decade?
