Historic successes were achieved in the recently completed 2003 Texas legislative session. In spite of facing a $10 billion deficit, the state budget was balanced without adding any new taxes. Landmark civil justice reforms were enacted to protect businesses, consumers and health care providers from frivolous lawsuits in order to provide jobs, long-term economic growth, and greater access to medical care.
