Department of Homeland Security: Charting A Path Forward

One year ago this month, Secretary Michael Chertoff gave his first major speech outlining a new vision for recasting the Department of Homeland Security based on risk management and building the capability to manage catastrophic events. The last year has seen DHS deal with four major hurricanes including Katrina, implement a significant realignment of its headquarters structure, launch an ambitious new border security initiative, and play a central role in the debate over port security. Secretary Chertoff joins The Heritage Foundation to share his views on where DHS stands one year into his tenure, and to offer his thoughts about the most critical near-term challenges facing the department.
