An historic discussion about school choice in the nation's capital is underway. The debate about opportunity scholarships in the District of Columbia's school system is part of a wider examination of revolutionary alternatives to traditional attendance and instructional policies. Expanding school choice can enhance parental involvement, improve instruction, revitalize school districts, and, most importantly, raise student achievement. Such proposals are consistent with new requirements implemented under the No Child Left Behind legislation.
