New START: Is There a Good Time?

There are many substantial issues that have to be addressed before the Senate votes on the U.S.-Russia Strategic Arms Reduction Treaty (New START), including the issue of missile defense, force counting, verification and our own nuclear modernization.

In addition, the Administration is trying to move with a vote on the treaty in the “lame duck” session before this Congress ends. But the Senate must have a full understanding of how this treaty will affect U.S. national security interests before it votes on it, and should not be stampeded into making a decision.
