As the President contemplates how to confront the enduring challenge of terrorism, U.S. Senate Republican Leader Mitch McConnell will lay out the proper way forward – from dealing with Guantanamo Bay to how captured terrorists, like the Christmas Day bomber, should be treated. Senator McConnell will argue that rather than treating terrorists like the common criminal, the Administration should focus on preventing future terrorist attacks.
