Since 9/11, there has been a tendency in Washington to look for a Beltway-centric answer to disaster response.  As a result, are state and local governments getting a false sense of security by relying on Washington more and more?  What should be the focus of FEMA?  What are the challenges facing state and local emergency managers and homeland security advisors?
