China's announcement last week of $25 billion in aid and credit for Southeast Asia raises perennial questions about China's influence in Southeast Asia and America's strategy for securing its own objectives.  Secretary Clinton's visit to Asia - including Indonesia - was a good sign about America's strategic priorities.  But what precisely should these priorities be?  What are the challenges to them?  How does America safeguard its alliances in a rapidly changing strategic environment?  And how important is American hard power to its position in Asia?
