Achieving the Promises of Defense Acquisition Reform

President Obama's recent Presidential Memorandum on defense contracting and the introduction of the Levin-McCain legislation in the Senate to curb acquisition costs have renewed the discussion of defense acquisition reform. Attempts at reform are nothing new. Over 100 studies have been convened in the past 40 years to address challenges within the defense acquisition process. Unfortunately, many of these attempts have merely become historical footnotes instead of having a substantive and lasting impact. What are realistic and actionable steps Congress may take this year to help reform the defense acquisition process and lower the cost of overall programs? What role do international export controls have to play in the reform process? Join us as our panelists address this enduring debate and offer their insights for the way forward.
