Mindanao Impasse: Prospects for Peace and What It Means for America

Violence in Mindanao flared in a very serious way this August when The Philippines Supreme Court blocked the signing of a long-negotiated agreement between Moro rebels and the central government.  Now the Supreme Court has declared the deal unconstitutional.  Are the prospects for a sustainable peace in Mindanao dead?  How did the situation reach this impasse?  How does it impact the United States' involvement there?  And what is America's interest in helping its ally resolve the situation?
