Time may be running out for the full completion of the
U.S.-India civil nuclear deal. India must take important
steps in the process before the U.S. Congress will vote on the
deal, and the fast-approaching U.S. presidential election means the
clock is ticking for the Congressional calendar. Dr. Abhishek
