The Congressional debate on U.S. Iraq policy is set to heat up again in September with the release of the Bush Administration's progress report on Iraq and the testimony of General David Petraeus and Ambassador Ryan Crocker. How has the shift to the surge strategy affected the security situation and the prospects for political progress in Iraq? What are the implications for the future of Iraq and for U.S. policy?
