Hong Kong, Ten Years After

Location: The Heritage Foundation's Lehrman Auditorium

After 160 years as a British Colony, Hong Kong returned to China on July 1, 1997 as a Special Autonomous Region under the formula, "One Country, Two Systems."  Is that formula working?  To what degree do the people of Hong Kong live and work, organize and debate, under a system different from China's authoritarian structures?  Is judicial independence preserved?  And, is there a clear path for democratic development as promised in the Basic Law?
