This Plan creatively uses an 1115 Waiver to bring affordable private health insurance products to all uninsured residents of the Commonwealth. The cornerstone for this reform is a personal responsibility principle. The Plan establishes a health insurance exchange to enable individuals to purchase health insurance on a pre-tax basis. The Plan also focuses on restraining the growth in heath care costs by empowering consumers and making healthcare service and cost information more easily available.
