Dealing with Disasters: The Appropriate Role of the States and the Federal Government

Location: The Heritage Foundation's Lehrman Auditorium

Two large hurricanes - Katrina and Rita - have put local, state and federal officials under the spotlight, raising a critical question: Should the role of the federal government be to augment local and state disaster response resources, or to lead the preparation and response efforts? Should the military have a more central role in rescue and recovery? These central questions, and others, will be discussed by a governor who took a leadership role both in the aftermath of Hurricane Katrina and during all phases of the response to Hurricane Rita.
