The EU Constitution: America Must Beware

Location: The Heritage Foundation's Lehrman Auditorium

The United States has repeatedly come to the military aid of forces fighting for freedom in Europe. The high price the American people have paid is evident in military cemeteries throughout the continent. For many years, the U.S. (understandably) regarded European integration as the best way to ensure that it need not intervene militarily again. However, recent developments in the EU have dramatically changed the position. The overall trajectory of European integration, and in particular the proposed EU Constitution, now works against American interests.

At the dawn of the 21st Century, Europe is characterized by high taxes, big government, and prescriptive and intrusive regulation, approaches utterly at odds with American thinking on the size of government, as embodied in the U.S. Constitution. Moreover, the protectionist tendencies which continue to color attitudes to trade in key European capitals ill-serves the interests of U.S. investors in Europe, who need a free-trade environment if they are to thrive. These factors are compounded by a thinly disguised anti-Americanism in many European governments.

Dr. Fox will argue that the U.S. national interest is for Europe to be re-fashioned as a flexible association of sovereign states, and that the European Constitution should be consigned to history by the immediate cessation of the ratification process.
