Checkbook Security: Federal Grants for State and Local Government--A Progress Report

Location: The Heritage Foundation's Lehrman Auditorium

Homeland Security Presidential Directive #8's stated purpose is to establish policies to enable the United States to prevent and respond to a variety of disasters, including terrorist attacks, "by requiring a national domestic all-hazards preparedness goal, establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments, and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities." Issues to be addressed include: How are the federal, state, and local governments implementing the directive? Is the money spent on preparedness being used effectively? Does the Department of Homeland Security have the right organization to oversee implementation?
