Its fiscal and structural problems are inflicting unsustainable financial burdens on state governments. Its failures to adequately address core problems within the system have forced many states to consider some difficult austere policy options or go hat-in-hand to Congress. The State of South Carolina, however, is courageously pursuing a different approach - incorporating greater flexibility, individual control, and personal responsibility - to achieve genuine reforms in this government program.
