Yule, Rules, and Regulatory Tools:  Can Washington Make Your Presents Safer?

The Consumer Product Safety Commission is one of Washington's less-publicized alphabet- soup agencies, yet it has tremendous authority. With its regulatory authority over some 15,000 products, chances are most of the packages under your Christmas tree fall under the jurisdiction of the CPSC. Yet, command-and-control regulation is not the only way - nor necessarily an effective way to ensure product safety. Since taking the reins at CPSC last year, Chairman Hal Stratton has stressed alternatives to regulation and on incorporating accountability, transparency and risk-based decision-making into agency operations.
